A suggested order, zone by zone — skip around as you like.

1. 1Start with the big background areas: color the sidewalk, curb and street in light gray, leaving the meter top window white.
2. 2Fill Judy's uniform in royal blue for the pants and hat, and dark navy for the belt, hat brim and shadowed parts of the cap.
3. 3Color the vest, hoodie and jacket sleeves in sky blue, then use slate gray for the parking meter head, base and pole.
4. 4Add warm tan to the hands, fingers, ticket pad and tail, and use coral pink for the inside of the long ear. Keep the face and eye whites white.
5. 5Finish with the golden yellow hat badge, pale cream shoes, and slate gray socks and pouch details.
6. 6Optional: add a little charcoal gray shading under the hat brim and along the pants to add depth.
